Background:
Frank van Rooyen is a retired naval officer.  He served on the Secretariat for SADC's Standing Maritime Committee and Sea Power for Africa Symposia, and participated in a number of bilateral, trilateral and multilateral Defence Committees and Navy Staff Talks.  He has an MA (International Studies), from the University of Nairobi, and is working on a PhD, through the University of the Free State’s Centre for Africa Studies.  The topic of this is Trilateral Diplomacy: The India-Brazil-South Africa (IBSA) Agreement: An Analysis of Implications for Maritime Trade, Defence and Security Co-operation.
