The Institute for International Economic Research (IIER) was founded by the State Planning Commission (SPC) in 1985. It has gradually gained strength as a policy-oriented institute in the areas of international economics and foreign policy during the era of China's market-oriented reform when the SPC was restructured into the State Development Planning Commission (SDPC) in 1998 and the National Development and Reform Commission (NDRC) in 2003. The Institute provides policy advice through its 24 permanent fellows. Both government-funded and an independent research agency, the IIER has also extended its services and expertises to local governments, enterprises, and other organisations on the basis of contracted projects.

Dr WANG is a leading expert on climate change in China and his presentation will focus on China's perspective on climate change in the aftermath of the Copenhagen Summit.
